LEGISLATIVE ACCOMPLISHMENTS IN 117th CONGRESS:
Led a letter with 29 members of Congress to HHS on the making National Vaccine Program Office/OIDP fully functional in response to the pandemic. (February 1, 2021)
Co-led and PASSED H.R. 1502, Microloan Improvement Act, with Rep. Andy Kim (D-NJ) and Rep. Tim Burchette (R-TN) to improve the microloan program. (March 2, 2021)
Co-led and PASSED H.R. 1487, Microloan Transparency and Accountability Act, with Rep. Andy Kim (D-NJ) and Rep. Tim Burchette (R-TN) to bring transparency and accountability to the microloan program. (March 2, 2021)
Passed an amendment to the Violence Against Woman Act of 2021 to require grant recipients to extend outreach to microbusinesses. (March 17, 2021)
Led a letter to SBA formally requesting exact dollar amounts in Section 1112 debt relief payments shortfall. (March 19, 2021)
Co-led H.R. 2296, CURB Debt Collectors Act, with Rep. Suzanne Bonamici (D-OR) to stop debt collectors from garnishing Paycheck Protection Program funds. (April 1, 2021)
Introduced H.R. 2449, a bill to extend the matching fund requirement waiver on Women Business Centers (April 12, 2021)
Co-led H.R. 3065, Expanding Contracting Opportunities for Small Businesses Act, with Rep. Maria Elvira Salazar (R-FL) to raise the contracting threshold for minority owned businesses. (May 7, 2021)
Co-led H.R. 3366, the Small Business and Career and Technical Education Act, with Rep. Roger Williams (R-TX) to include requirements relating to graduates of career and technical education programs or programs of study for small business development centers and women’s business centers. (May 20, 2021)
Introduced H.R. 2451, America’s Clean Future Fund Act, to establish an agency to fund clean energy and climate mitigation projects, establish an onset carbon fee, provide transition assistance to carbon-intensive industries, and provide rebates for carbon sequestration. (Introduced April 13, 2021)
Co-led a resolution with Rep. Bill Foster (IL) celebrating the 75th Anniversary of Argonne National Laboratory, as well as their significant contributions to scientific research. (July 1, 2021)
Passed an amendment to H.R. 2547, the Comprehensive Debt Collection Improvement Act, that would create a Consumer Bill of Rights on the Consumer Financial Protection Bureau to outline consumers’ rights and resources. (May 13, 2021)
Led an appropriations letter to increase the CDFI’s Small Dollar Loan Program to $15 million for fiscal year 2022.
Passed an amendment to the PRO Act to require notifications be posted of employees’ rights to organize in their language. (March 9, 2021)
Passed an amendment to the Paycheck Fairness Act to require employers to post notifications of workers’ rights granted by the act surrounding salary negotiations. (April 15, 2021)
Led a letter to the Biden Administration urging executive action to end the use of forced arbitration among federal contract workers. (June 17, 2021)
Became Co-Chair of the LGBTQ+ Equality Caucus’s Trans Equality Task Force with Reps. Jennifer Wexton (D-VA) and Pramila Jayapal (D-WA). (March 26, 2021)
Co-led an amendment to H.R. 1620, the Violence Against Women Reauthorization Act, to create a new grant program to serve LGBTQ+ survivors of domestic violence, stalking, and sexual assault (March 17, 2021)
Co-led introduction of a House Resolution celebrating International Transgender Day of Visibility with LGBTQ+ Equality Caucus Transgender Equality Task Force Co-Chairs Reps. Jennifer Wexton and Pramila Jayapal (March 31, 2021).
Led a Chicago-delegation letter to Postmaster General Louis DeJoy urging immediate investigation into persistent mail delivery and customer service issues that continue to disrupt the entire Chicago Metropolitan area.
Led a second letter to USPS (Illinois 1 District Manager Randy Stines) with Chicago Alderman Matt O’Shea regarding poor service in Morgan Park and Mt. Greenwood Stations. Led to the creation of a mail complaint hotline. (May 18, 2021)
Introduced H.R. 2450, a bill to reverse TCJA’s limitation on Net Operating Losses. (April 12, 2021)
Introduced H.R. 3725, the REST Act, a bill to increase business income deduction by 5%. (June 4, 2021)
Transportation and Infrastructure
Co-led H.R. 2340, Toll Credit Marketplace Act, to establish a FHWA toll credit exchange pilot program to aid states with excessive credits due to using state tolling funds rather than federal funds. Lead: Rep. Chris Pappas (D-NH), co-leads: Reps. Mikie Sherrill (D-NJ) and Tom Malinowksi (D-NJ). (Introduced April 1, included in H.R. 3684 June 9, passed House July 1.)
Convened the first Chicagoland Transit Leaders Forum (CTA, Metra, Will County, IDOT, CCDOT, CAA) with T&I Chair Peter DeFazio and Rep. Chuy Garcia on the impact of the American Jobs Plan infrastructure package on Chicago transit systems. (April 5, 2021)
Introduced H.R. 3317, the All Stations Accessibility Program (ASAP) Act, which would create a new accessibility grant program for legacy rail fixed guideway public transportation systems to bring them into closer alignment with ADA standards. (May 18, 2021)
Introduced H.R. 3746, a bill to establish a Rail Research and Development Center of Excellence. (June 4, 2021)
All six T&I member-designated projects submitted by Rep. Newman, worth more than $17.8 million, were included in H.R. 3684, the INVEST in America Act (June 7):

$500,000 in the Labor, HHS, Education Appropriations bill for the Latino Organization of the Southwest’s A-STRRONG-U teen support program. (July 12, 2021)

Introduced H.R. 4182, the Extinction Crisis Emergency Act, to require the President to declare the global wildlife extension crisis a national emergency under the National Emergencies Act. Rep. Chuy Garcia co-led the bill as a member of the Natural Resources Committee. (June 25, 2021).
